Incubator guide:

After the completion of the guide for the work of the incubator, an expanded meeting of the three parties of the incubator was achieved at the Environmental Research Center on 4 September 2014, attended by the head and assistant of the Building and Construction Engineering Department, the Head of the Architecture Engineering Department, the Director of the Environmental Research Center, in addition to the founding working group of the incubator.

During the session the guiding guide was presented, through which the participants reviewed the views of the incubator parties on the best ways to advance its tasks and fields of work in light of the need of the labor market and the responsibility of the University of Technology to create favorable conditions for the development of green technologies in the sectors of industry, agriculture and services, and to support the direction of a technological renaissance based on green growth And sustainable development. Then the attendees agreed that (the founding working group of the incubator) will draft the incubator's final report that includes; The duties of the "Green Technology Incubator and Environmental Sustainability", its working mechanisms, and a proposal for its administrative and technical formation and the requirements for its activation.

A guidebook for the technology incubator, green technologies and environmental sustainability

The university, with its scientific competencies and research capabilities, is one of the most important sources for developing technologies and working methods, in line with the imperatives of transforming traditional development into sustainable through: Supporting and developing the work sectors in the Iraqi market, in a manner that achieves sustainable production and consumption, which ensure the preservation of natural resources, in a manner that ensures meeting the needs of the present and future generations The transformation of the various work sectors (trade, industry, agriculture, and services) into what secures societal well-being in the light of an environmentally efficient economy is a definite necessity to achieve green growth, which universities must be among the first to follow its paths to ensure a prosperous future for future generations who will be in dire need. To resources that ensure their needs for comfortable living.

Crude oil constitutes about 93% of the Iraqi state’s resources for the year 2013. Thus, such a resource (which is inevitably depleted), and in light of a high annual operating budget, is one of the most serious burdens on sustainable development in Iraq, which necessitates the solidarity of all national capabilities to create alternative and parallel economic engines. Petroleum can secure the national resources needed to sustain government spending on services and the operational budget, provided that these economic drivers are in line with the requirements of environmental sustainability and supportive to achieve a mutual benefit, reciprocal and solidarity, economic-environmental based on the green economy and environmental sustainability in light of a societal awareness of its necessities.

It may be an ideal opportunity to establish technological incubators at such a particular time, as they will have promising opportunities to establish national capabilities to establish economic components and services that take into account the requirements of sustainable development and are based on their social, economic and environmental pillars through green economy, social responsibility and environmental sustainability.

Second: Workshop on "Green Technologies Incubator and Environmental Sustainability; Vision and Goals"

On June 23, 2014, the Environmental Research Center held a workshop titled “Green Technologies and Environmental Sustainability Incubator: Vision and Objectives” to announce the establishment of the incubator and present the working group's vision of procedural pathways to implement its tasks. The workshop was attended by the President of the University and heads of engineering departments; Building, constructions and architecture, their assistants and the director of the Environmental Research Center, as well as a large number of teachers from the three sides of the incubator attended.

During the workshop, the incubator's vision, objectives, requirements for its activation and the requirements for the sustainability of its successes in supporting sustainable development at the national level were defined, and the foundations for green growth were laid in formulating national development policies.

At the end of the workshop, it was agreed to issue a draft work guide for the incubator to be presented to its three parties that includes the requirements and foundations for establishing the incubator and studying the procedural paths to implement its tasks, and then there will be a second workshop that will prepare for the start of the incubator's work, which it is hoped will lead in supporting sustainable development in Iraq and laying modern foundations for incubators Similar at the national level.

Supporting the green economy and environmental sustainability in very small, small and medium-sized enterprises (SSMEs) by seizing promising opportunities that can enter the labor market by providing advice and technical, technical, and administrative support.

1- Attracting minds who have ideas, proposals and projects that can be used to achieve the vision and goals of the incubator.

2- Providing opportunities for investors (local and foreign) who wish to establish green projects to enter the labor market under the auspices of the incubator.

3- Seek to coordinate with the executive institutions to provide possible government support for the projects adopted by the incubator in the areas of registration and tax exemptions.

4- Providing job opportunities for unemployed youth and training them in project sustainability methodologies.

Fourth: Mechanisms of the Incubator for Green Technologies and Environmental Sustainability

The incubator's work mechanisms meet its vision and achieve its goals by supplying the labor market with sustainable projects that secure the establishment of a national base for a green economy by supporting the University of Technology and its cadres for national and foreign investments in work projects (companies, workshops, laboratories, consulting offices, rehabilitation institutions ... etc. It pursues the foundations and principles of sustainable production and consumption and seeks a societal well-being combined with an environmentally efficient economy.

The typical mechanisms of an incubator work are through two tracks:

1- From the market to the university

2- From the university to the market

As for the opportunities for developing the business of the incubator outside its typical mechanisms, it can vary to include all the advisory and technical work that falls into the vision of the incubator and achieves its goals according to the following:

1- Abilities of its management in representing the incubator's vision.

2- The national reputation of the incubator and the promotion of its objectives.

3- The inclusion of incubator projects in national development and investment laws.

4- Openness to work sectors and civil society organizations.

5- Enhancing opportunities for the success of the incubator projects with possible governmental support.

Fifthly: the mechanisms of the incubator's work; From the market to the university

This mechanism is adopted in the event that a request is received from outside the university to include an idea or project in the nursery, according to the following:

1- A person (the first party) applies to join the incubator (the second party) with a project he proposes or an idea for the purpose of development and sponsorship.

2- The project is technically studying inside the incubator with the help of local or international consultations.

3- Preparing the economic feasibility of the project in light of the current labor market and future expectations.

4- Taking into consideration the benefits of green technologies and environmental sustainability as unpaid services.

5- In the event that the first party is unable to support the expenses of the incubation period and the launch of the project in the market after its establishment, a beneficiary entity (a third party) will be created that agrees with that and in agreement with the first party.

6- The project shall be joined to the incubator for a period not exceeding one or two years (maximum).

7- The first and third parties undertake to start work in the Iraqi market after the qualification period ends.

8- Supporting the project in establishing procedures (with the Ministry of Commerce or Chambers of Commerce or Industry or others) and striving to provide greater opportunities for the success of the project by promoting it to public, mixed and private sector institutions, considering that its choice was based on the approval of the incubator and meets the foundations of its establishment.



The incubator for green technologies and environmental sustainability can serve as a smart way, which the University of Technology has taken, to support sustainable development at the national level through: Establishing manufacturing workshops, technical consulting offices or service and contracting companies, based on the foundations of sustainable production and consumption, protection of sustainable development capital and laying the foundations for green growth in drawing national development policies. It is also hoped that it will lead in supporting sustainable development in Iraq and laying modern foundations for similar incubators at the level. the National.
